COL Wenger has served over 40 years in the active army, Army Reserve and National Guard of California. He is an Airborne Ranger Infantry officer. He has commanded from platoon to corps equivalent level including combat commands. He has served at staff level from battalion to joint coalition theater army.

He is qualified in four service branches, and graduated from the Army and Marine Corps Command and General Staff Colleges, as well as the U.S. Army War College where, after graduation, he served as a faculty member for three years.

Retired in 2000, COL Wenger volunteered three times to serve in combat. In 2004 and 2005 in OPERATION IRAQI FREEDOM he served as Chief of Policy for General George Casey and Ambassador John Negroponte. He then volunteered for field duty serving as Chief of Border Security for Iraq under then Lieutenant General David Petraeus. In 2007, COL Wenger volunteered to return to South West Asia to serve in OPERATION ENDURING FREEDOM, in Kandahar, Afghanistan as Chief of the Counter Improvised Explosive Branch for NATO Regional Command, South, and simultaneously the Branch Chief for Combined Joint Task Force Paladin, South, 82nd Airborne Division. In 2008, at the request of Gen. Petraeus, he volunteered to serve again in Iraq. This tour he served 17 months as Chief of Staff and then the Director (a Brigadier General assignment), for the Iraq Training and Advisory Mission for the senior leadership of the 560,000 Iraqi police of the Iraq Ministry of Interior.

COL Wenger, in civilian life, has been a commercial property manager for over 35 years. He is the Vice President, Senior Facilities Manager for Morlin Asset Management, a Certified Property Manager and a Registered Property Administrator. He earned three masters degrees including an MA in fine arts and an MBA. He served for three years as a faculty member of the U.S. Army War College. He is involved in and a leader of many organizations, civic committees and commissions. He has been knighted several times. He is the current National Commander of the Iraq War Veterans Organization.

COL Wenger is married to the former Robin Cooper. He has 2 sons ages 21 and 23.
